Grantham Market Place rebuilt from the ground up

Grantham Market Place was rebuilt with continuous stone paving and no kerbs or road markings, yet delivery lorries still cross it legally at dawn. This works because the sub-base was engineered for vehicle loads, not pedestrian-grade paving, allowing a working carriageway to appear as a civic square.

A carriageway that pretends to be a square

Step onto Grantham Market Place today and there is almost nothing to tell you that you are standing in a road. No kerb. No white lines. No tactile strip at the edge of a pavement that no longer exists as a separate surface. The York stone setts run continuously from the shop fronts on one side to the shop fronts on the other, flush with Westgate and the pedestrian zones that were already there before a single contractor arrived in May 2024.

And yet, at 7 o'clock on a weekday morning, delivery lorries still use it.

That is the deliberate paradox at the centre of a £1.8 million engineering project — the first phase of South Kesteven District Council's £4.1 million Future High Streets Fund programme, awarded by central government in 2020. The carriageway was not closed to vehicles. It was not pedestrianised. The new paving was specified to vehicle-loading standards precisely so that through traffic, refuse trucks, emergency vehicles and market traders' vans could continue to use it lawfully. A follow-on package of £880,000, announced in March 2025 and drawn from underspends on the same fund, is now adding the furniture — power supplies, benches, planters, bollards — that turns the cleared tarmac into something that functions as a civic square.

That single decision — shared surface rather than pedestrian zone — cascades into almost every other choice the engineers and designers had to make. The rest of this article unpicks why.

Why the paving specification matters more than the paving

The surface material is the part most people notice. The structural specification underneath it is the part that determined which material was possible.

Standard pedestrian-grade block paving is designed for foot traffic. It sits on a sub-base engineered to carry relatively light, distributed loads — shoppers, pushchairs, the occasional cyclist. When a refuse truck rolls across it repeatedly, the sub-base compresses unevenly, the blocks shift, and the surface begins to crack and settle in patches. The damage is not dramatic; it is gradual and cumulative, and it tends to appear precisely where vehicles slow, turn, or brake — which is to say, exactly where the public realm looks worst.

Because Market Place could not be closed to vehicles, the sub-base had to be rated for the real loads the space would carry: delivery lorries at dawn, refuse collection, emergency access, market traders reversing in. York stone setts on a vehicle-rated sub-base can handle those loads without differential settlement. They are considerably more expensive than standard block paving per square metre, but the alternative was not cheaper paving — it was paving that would fail.

The level datum complicated matters further. The York stone pedestrian zones along Westgate were already in place before the 2024 works began. Their surface level was fixed. The engineers could not lower those existing zones; they had to raise the carriageway to meet them. Every threshold, service cover, and drainage outfall along the route became a constraint in a precision levels exercise, reconciled without a kerb to absorb discrepancies.

Even stopping the traffic signals required a separate authority. Lincolnshire County Council joined the project specifically to reset the stop lines at traffic signals on Market Place and High Street within the redesigned junction geometry — a reminder that even a single civic square can involve two tiers of local government before a sett is laid.

Shared surfaces and the accessibility problem they create

Removing a kerb solves one problem and immediately creates another. For a sighted pedestrian, the flush surface reads as a unified civic space. For a blind or visually impaired person, that same flush surface removes the most reliable tactile cue they have: the vertical step that tells them where the carriageway begins.

The Grantham scheme addressed this through the granite setts laid at the carriageway edges. Rather than reinstating a traditional kerb, the designers used a change in material and tone — the coarser, darker granite against the York stone — to mark the road edge visually and texturally. It is a delineation choice, not a barrier, and its effectiveness depends on the contrast remaining legible as the materials age and weather in a working market environment.

Slip resistance is a separate consideration, not an afterthought. York stone must meet a minimum Polished Stone Value for use on accessible routes, particularly when wet. A surface that performs adequately in dry July sun may become hazardous on a wet November market morning, so the specification matters as much as the aesthetic.

Crossfall — the gentle slope across the surface that sheds rainwater — adds a further constraint. Accessible route standards typically cap crossfall at 1:20; steeper than that, and a wheelchair or someone unsteady on their feet is working against the gradient with every step. That limit interacts directly with how drainage is resolved across the raised surface. Whether the Grantham scheme meets these thresholds in practice, across a full annual cycle of market trading and weather, remains to be observed.

The hidden precision of levels and drainage

Beneath a continuous stone surface, drainage still has to go somewhere. That unglamorous requirement — moving water away from shop thresholds and across a flat, kerb-free square — is where the engineering complexity of a level-change scheme accumulates, largely out of sight.

The council's public documents describe what went in: York stone setts, granite edge delineation, a carriageway raised to meet the pre-existing pedestrian zones. How the drainage beneath was resolved is not set out in those records. Standard practice for a scheme of this type would involve the engineers working through several options: slot drains set flush with the new surface, permeable jointing through the sub-base, or adjusted crossfalls that move water away from thresholds without exceeding the 1:20 gradient that accessible route standards typically require. In most schemes of this kind, a combination of those approaches is used — but which combination, and where, is not in the public record for Market Place.

What is certain is that every drain cover, gully, and utility access point in the carriageway had to be reset individually to the new datum. A scheme of this size typically involves dozens of ironwork covers, each requiring adjustment and a bespoke surround to marry the legacy infrastructure to the fresh surface level. That incremental, invisible labour — complete before the first pedestrian crossed — accounts for a significant share of scheme cost and helps explain why works that look, from the street, like a repaving job took twenty-two weeks to finish.

What Phase 1 left out — and why that was deliberate

When Market Place reopened on 13 September 2024, the engineering was finished. The surface, the levels, the junction geometry, the sub-base rated for delivery vehicles — all complete. What the space did not yet have was a bench to sit on, a sign pointing to the railway station, a cycle rack, or a mains electrical socket. Any event held in the new square that autumn required a generator.

This was deliberate, not an oversight. Phasing a complex public realm scheme with soft infrastructure deferred to a second round is a standard risk-management approach: get the ground-works right, bank the completion, then commission the furnishings once the baseline is fixed and the budget position is clear. The logic is sound. The consequence is that the civic ambition — a flexible events space, a town centre that draws visitors in — existed on paper for several months before it could be fully delivered on the ground.

The £880,000 follow-on, announced in March 2025, closes that gap. Permanent electrical supplies are to be embedded into Market Place and Westgate, removing the generator dependency. Benches, planters and cycle parking follow. Wayfinding signage linking the town centre to the station and car parks — absent from Phase 1 — will finally orient visitors arriving from the railway.

The funding mechanism behind this second tranche is worth noting. The money came from underspends on the Market Place and Station Approach works. Rather than returning those savings to central government, South Kesteven had to negotiate directly with MHCLG civil servants to secure permission to redeploy them locally. It is a small procedural detail that illuminates a structural reality of public capital programmes: finishing under budget does not automatically free up the difference. Someone has to argue for it.

Parking, bollards, and the politics of access

Parking is the question every town centre project has to answer before anything else. In Grantham, the answer was made explicit in council FAQs: no spaces were removed. The spaces outside 1–3 Market Place were retained, and the exit to the short-term car park at Conduit Lane was re-engineered as part of the level-raising works rather than closed. That commitment mattered politically. In a working market town, any hint of reduced parking supply tends to dominate public debate until it is definitively ruled out.

The removable bollards at the Conduit Lane car park entrance, included in the £880,000 follow-on package announced in March 2025, extend that logic into event management. When the square is in use for a market, a film screening, or a community event, operators can close the vehicular entrance without permanently altering access provision. When the event ends, the bollards come out and normal use resumes. No planning permission. No permanent change to parking supply.

That flexibility is arguably the scheme's most practical design principle. The Market Place works do not claim to have transformed Grantham — footfall data remains council-monitored rather than independently verified. What they have done is improve the conditions under which the existing market, events programme, and daily town centre activity can function, without foreclosing the options that made political agreement possible in the first place.
