Somewhere in a South Lincolnshire field just south of the Wash, a new electricity substation is being planned for Surfleet Marsh. It is not a glamorous piece of infrastructure — a fenced compound of transformers and switchgear, the kind of thing drivers pass without a second glance. But its presence marks something specific: the point where one of the largest offshore wind projects ever consented in British waters makes landfall and joins the national grid.

The Outer Dowsing offshore wind farm — 54 kilometres out in the North Sea, granted Development Consent in February 2026 — will send 1.5 gigawatts of electricity ashore through underground cables, coming in at Wolla Bank near Skegness before running south to that substation at Surfleet Marsh, connecting onward to National Grid infrastructure at Weston Marsh. That is enough generation capacity to supply around 1.6 million homes.

Surfleet Marsh sits just across South Kesteven's southern boundary, in South Holland district. It is close enough to matter. And the reason this particular cable route ends here — rather than somewhere else — is the same reason data centre developers are now looking hard at this stretch of the East Midlands coastline.

Why AI racks need so much more power

The power demand story starts with a single server rack. A conventional computing rack draws somewhere between 10 and 15 kilowatts — roughly comparable to running five or six domestic tumble dryers simultaneously. An AI rack draws between 50 and 150 kilowatts: five to ten times as much, from the same footprint of floor space.

That density difference, multiplied across thousands of racks, explains a striking shift in UK consumption figures. In early 2025 the government estimated data centres were using around 2.5% of national electricity. By mid-2026 that figure stood at approximately 6% — past the threshold at which the International Data Center Authority finds significant community and political pushback tends to emerge.

The consequence for infrastructure has been abrupt. In the first half of 2025 alone, the queue to connect new projects to the UK grid grew by 460%. Data centre operators who might once have prioritised sites near their customers — typically in and around London — now face waits of several years for a connection. The practical response is to build where generation already exists in surplus, rather than where users happen to be. That shift in siting logic is what turns a global AI infrastructure trend into a question with a Lincolnshire postcode.

How Lincolnshire became the UK's wind capital

North Lincolnshire and the wider Humber region currently generate around 20% of the UK's total electricity and 27% of its offshore wind output. That is not an ambition or a forecast — it describes where the region already sits in the national energy balance, and it did not happen recently.

The Lincs Wind Farm, 8 kilometres off Skegness, has been generating 270 megawatts since 2013. The Lynn and Inner Dowsing Round 1 farms, in the shallow waters at the entrance to The Wash, were completed in 2009. Together with other Humber assets, they have made this stretch of the North Sea one of the most productive generation corridors in Europe. The electricity they produce travels south and west across the national grid because local demand has never come close to absorbing it — the county exports power as a structural matter, not an occasional windfall.

The Outer Dowsing project, consented in February 2026, will add another 1.5 gigawatts to that baseline from 2030. Few English regions carry anything like this concentration of renewable generation, and the gap between Lincolnshire's output and its domestic demand is widening rather than narrowing — a feature of the county's geography that is beginning to attract a very different kind of attention.

What's being built along the Humber

The proposals taking shape on the Humber's south bank translate the supply-demand logic described in earlier sections into concrete planning applications.

The largest single scheme is Elsham Tech Park, near Scunthorpe: 435 acres of former agricultural land, 15 hyperscale buildings, and a target of 1 gigawatt of compute capacity. Outline planning permission was granted in March 2026; construction is scheduled to begin in 2027, with a first operational phase in 2029. The separately approved £3 billion Humber Tech Park — described as the UK's first dedicated AI training data centre — is already through consent.

Both sit within the Northern Lincolnshire AI Growth Zone (NLAIGZ) proposal, led by North Lincolnshire Council and developer Greystoke. The NLAIGZ targets 2.5 GW of total compute capacity and cites projections of more than £20 billion in private investment and a £2.4 billion annual gross value added uplift. Those figures originate from developer-adjacent modelling rather than independent economic analysis, and should be read as indicative rather than settled.

The government's AI Growth Zones framework, published in November 2025, provides the policy scaffold. From April 2027 — subject to legislation — designated sites will receive electricity cost reductions of up to £24 per megawatt-hour, alongside fast-track grid connections through the Connections Accelerator Service. That is a quantified, time-bound incentive rather than a generic enterprise-zone promise.

One administrative point matters for readers in South Kesteven: North Lincolnshire is a separate unitary authority, not part of Lincolnshire county. The Humber cluster is geographically close but governed through a distinct council structure — proximity on a map does not translate automatically into shared benefit.

What South Kesteven actually faces

South Kesteven's position in all of this is specific and worth stating plainly.

The largest decisions — where major power lines run, where substations land — are made entirely outside local hands. Transmission infrastructure above 132 kV is classified as a Nationally Significant Infrastructure Project (NSIP) and decided by the Planning Inspectorate, not South Kesteven District Council in Grantham. The Outer Dowsing cable route and its Surfleet Marsh substation went through that national process. Local residents often assume that infrastructure arriving in their landscape is locally sanctioned; it is not, and the district council has no formal role in blocking or reshaping it.

What South Kesteven's planning committee does handle is a growing volume of solar farm and battery energy storage system (BESS) applications. Landowners across the district are responding to rising renewable energy land values, and applications are arriving with increasing frequency — a downstream ripple of the same investment surge reshaping the Humber.

On household energy, the district carries a structural vulnerability. A high proportion of rural homes rely on heating oil rather than mains gas. Those households face energy cost volatility without straightforward access to the grid-connected alternatives — heat pumps, for instance — that expanded renewable generation might eventually make cheaper elsewhere.

As for Elsham Tech Park's supply chain commitment — 30% of build costs sourced from within 30 miles of the site — that radius is centred on Scunthorpe. South Kesteven's main towns, Grantham, Bourne, and Stamford, all lie beyond that threshold. The economic adjacency is real in principle; the map does not currently support it.

What the evidence does and doesn't tell us

The most concrete gap in the available evidence concerns community benefit geography. No benefit distribution plan has been published for Outer Dowsing. The project received Development Consent in February 2026, its cable route runs through coastal and inland Lincolnshire communities, and construction begins in 2027; which parishes or local authorities receive community benefit funding — if any — has not been announced. For a consented offshore wind project of this scale, that arrangement is normally agreed with councils before groundworks begin.

The same uncertainty applies to the NLAIGZ: no document describes how benefit flows from the Humber cluster to communities in Lincolnshire county, outside North Lincolnshire's boundary.

Those gaps matter most now because the timetable is live. Outer Dowsing breaks ground in 2027. NLAIGZ sites are seeking formal designation. Supply chain procurement at Elsham is in early stages. Community benefit terms, inclusion on supplier rosters, and rural energy transition pathways are all more negotiable at this stage than after contracts are placed and the development programme locks in.

The practical questions for South Kesteven's district councillors and Lincolnshire's MPs are specific: which communities are named in Outer Dowsing's benefit arrangements; whether the NLAIGZ supply chain commitment can be extended beyond the current 30-mile radius centred on Scunthorpe; and what targeted programme — if any — exists for rural households that are off the mains gas network and are currently the furthest from any foreseeable benefit of a cleaner, cheaper grid.
