In 1598, Francis Trigge founded Grantham's library to counter land enclosure, chaining books for permanent public access. AI in schools is now recreating that enclosure: wealthy schools report device sufficiency at 75%, disadvantaged schools at 25%.

A library born from injustice, not prestige

In 1598, a Lincolnshire clergyman named Francis Trigge did something unusual with his money. Rather than endow a chapel, commission a monument, or leave a bequest to his own church, Trigge gave £100 — a substantial sum — to buy books for the people of Grantham and the surrounding county. His motivation was not scholarly generosity but something closer to anger. Across Lincolnshire, wealthy landlords were enclosing common land: fencing off the shared pasture and resources that ordinary families depended on. Trigge, rector of Welbourn, saw the closure of common knowledge as a parallel injustice, and he intended his library as a direct counter.

The purpose he set out in founding the collection was explicit: to increase learning in 'divinitie & other liberall sciences' among both local clergy and lay inhabitants alike. This was not a library for scholars or a private reserve for the church. Governance was deliberately spread across a town alderman, two local vicars, and the schoolmaster of the Edward VI Grammar School — an arrangement that placed the collection under civic, cross-institutional care rather than any single institution's authority.

Housed in the parvise above the south porch of St Wulfram's Church, the library is claimed to be the first public reference library in England — a distinction Wikipedia rightly frames as contested, but one that reflects its genuine novelty in 1598. The 356-volume collection purchased with Trigge's original £100 spans theology, natural history, medicine, and the classics; its oldest volume is a Venetian printing from 1472, predating Caxton's introduction of printing to England by four years.

What the chains actually meant

The chains are easy to misread. Seeing a book tethered to a shelf, the instinct is to register restriction — a resource locked away from those who might want it. The Grantham chains worked in precisely the opposite direction.

Each volume was attached by a hand-forged chain at the fore-edge, the outer margin opposite the spine. This meant books sat spine-inward on their shelves, titles visible and readable from the aisle. A reader could lift any volume, carry it to the desk, and read it in full; the chain was long enough for that. What it prevented was removal — not use. The design logic was straightforward: an expensive book that leaves the building is a book lost to everyone who comes after.

Chaining was the standard model for reference libraries from the Middle Ages to roughly the 18th century, and Grantham's collection represents one of the last surviving examples anywhere in the world, with approximately 80 volumes still attached today. The chain carried no social condition. It did not distinguish clergy from layman, scholar from tradesperson. Rank was irrelevant to access; the safeguard was structural, not selective.

This is the governing principle worth holding: access-with-safeguard, not access-denial. The chain made the collection permanent precisely so it could remain open.

The intellectual tradition it seeded

Grantham did not remain an isolated experiment. Within fifteen years, the same civic model had been taken up in Norwich (1608), Ipswich (1612), and Bristol (1613) — each a publicly governed reference collection, each built on the principle that open access required institutional stewardship rather than private ownership. It took a further two and a half centuries for the Public Libraries Act 1850 to place that principle on a statutory footing, making tax-funded, free access a legal right rather than an act of individual conscience.

The library also sits alongside a broader intellectual current associated with Grantham. Isaac Newton attended the adjacent King's School, and Henry More — theologian, Cambridge Platonist, and fellow King's alumnus — donated books directly to the Trigge collection. Neither connection should be read as cause and effect; the library did not make Newton or More, and no documented record places either man's thinking in direct debt to it. But these figures walked the same streets and, in More's case, contributed to the same shelves. The proximity is intellectually suggestive even where it falls short of documented influence.

Taken together, the successor libraries, the eventual Act, and the figures associated with this corner of Lincolnshire point to something recognisable: a tradition in which knowledge is understood as a public good — held open, secured against loss, and governed on behalf of the many.

AI in Lincolnshire classrooms right now

Across Lincolnshire today, teachers are already working with tools Trigge could not have imagined. Microsoft Copilot and Google Gemini are being deployed for lesson planning and resource creation; Hyett Education, a regional provider, runs hands-on artificial intelligence and machine-learning workshops for pupils from age eight to sixteen across KS2 to KS4. Lincolnshire County Council has gone further still, requiring mandatory AI Information Assurance Assessments for any AI system introduced into public services — a governance layer that treats the technology as something requiring institutional oversight, not simply individual discretion.

The national framework sitting above this local activity is the Department for Education's guidance, last updated in August 2025 under the AI Opportunities Action Plan. Its stated ambition is that AI, 'if used safely,' can 'support every child and young person, regardless of their background, to achieve at school.' The phrase is worth pausing on. Trigge's founding deed spoke of 'encreasinge of learnings and knowledge' for clergy and lay inhabitants alike; the DfE's formulation, four centuries later, carries the same democratic grammar.

The safeguard language is equally deliberate. DfE policy insists that AI must augment, not replace, teachers; human oversight of high-stakes decisions is mandatory, not optional. Schools must comply with safeguarding and data-protection requirements. The chain logic is structural here too — access extended, but not without governance.

The new enclosure: equity and the device gap

The problem Trigge was responding to in 1598 had a precise shape: common resources — land, grazing rights, the means of livelihood — were being withdrawn from ordinary people by those with the capital to fence them off. His counter-move was to open something up. The question AI forces on 2025 is whether the same dynamic is quietly reasserting itself.

In theory, it need not. Digital resources are non-subtractible — a thousand pupils accessing the same AI tutoring tool consume none of it. Unlike land, knowledge of this kind cannot be used up or parcelled out to the highest bidder. That is the theoretical promise: AI as the most powerful democratising technology since the printed book.

The evidence on the ground qualifies that promise sharply. In the wealthiest English schools, 75% of teachers report having sufficient devices for most pupils; in disadvantaged schools, the figure drops to 25%. Only one in five state-secondary teachers report teaching pupils how AI actually works — not just how to prompt it, but how it functions and where it fails. And 57% of state schools have no designated member of staff responsible for monitoring AI use at all.

The DfE has pledged AI-powered tutoring support for up to 450,000 disadvantaged pupils, and that commitment is worth acknowledging. But implementation data remains limited, and an intention without delivery evidence is closer to ambition than policy. The fence does not need to be deliberate to enclose.

Access-with-safeguard as a practical principle

Up in the parvise above St Wulfram's south porch, roughly eighty volumes remain chained to their shelves — not as relics of restriction but as a physical record of a decision about how access should work. That decision had architecture: it named the alderman, the vicars, the schoolmaster as co-responsible. It held open access and protection simultaneously, and it built both into the room.

'Access-with-safeguard' is not a metaphor when it is built into the furniture. The chains were governance made tangible — a design choice, not an afterthought tacked on once something valuable was at risk. What the DfE is currently trying to establish in guidance is the same structural idea: AI should reach pupils only through maintained human oversight; institutional rather than merely individual responsibility applies; safeguarding requirements are not optional extras. The logic is the same even if the medium has changed beyond recognition.

The distributed governance of Trigge's library — shared across civic, ecclesiastical, and educational institutions — also maps onto current calls for AI oversight to sit across departments rather than rest with nobody. In Grantham as elsewhere, that cross-institutional layer is still largely unbuilt.

Grantham holds, in a room above a church porch, a worked example of what it looks like to design access rather than simply provide it. Whether AI arrives in its schools the way Trigge's library did — deliberately, equitably, with governance established from the outset — or the way enclosure did, quietly consolidating advantage for those already resourced, is a question still being decided. The chains are there. The framework is not yet.
