In April 2026, a construction team working on a road south of Grantham received the highest recognition in British site management: a Gold Award at the Considerate Constructors Scheme National Site Awards in Manchester, placing the project 'among the upper echelon of construction projects nationally.' Back on site that same month, the centrepiece of that road — a 293-metre, 2,500-tonne steel bridge — was inching across the River Witham and the East Coast Main Line at a few millimetres per minute.

The bridge had been scheduled to open as part of a completed road in 2023. The budget had been set at roughly £133m. By the time the push operation finally began in March 2026, the expected cost had climbed to somewhere between £158m and £168m — described by Highways Magazine as approximately double the original figure — and the road itself was not expected to be open to drivers until 2028 at the earliest.

So: a nationally prize-winning project that is years late and has roughly doubled in cost. Both things are true of the same scheme, at the same time. That is not a contradiction to dismiss — it is a question worth sitting with, especially for residents in Grantham whose town and whose public money are at stake.

Two engineering errors and what they cost

The first problem surfaced in July 2022, during construction of the phase three bridge over the East Coast Main Line and the River Witham. The on-site team found that the ground on the eastern embankment had shifted — it was too soft to support the structure. Lincolnshire County Council attributed responsibility to bridge designer WSP, which was contractually required to coordinate ground investigation data and design the foundations. The fix meant extending the bridge to bypass the unstable area, requiring a fresh planning application and adding approximately £15m to costs and at least 18 months to the schedule, pushing the then-target of late 2023 into 2025.

The second failure, in February 2025, involved a different kind of oversight. The design for physically installing the bridge had not accounted for crosswind forces. Placing a structure of this length calls for an incremental push — the bridge is slid gradually across an obstacle rather than lifted in a single operation. In this case the push would carry the 293-metre, 2,500-tonne steel frame across both the River Witham and the East Coast Main Line. The design had missed the fact that wind pressure on the structure would cause it to flex and drift out of alignment during the slide. Safety concerns halted all work.

The council named this a 'supplier error' and stated it would pursue contractual and legal recovery of the additional costs from those responsible. This second setback added between £10m and £20m to the project. By September 2025, the opening target had moved again — to late 2027 at the earliest, with subsequent reporting pointing further into the future still.

What the Considerate Constructors award actually measures

Winning a Gold Award from the Considerate Constructors Scheme is not a trivial achievement, and it would be unfair to treat it as such. The CCS is a national, independently assessed programme — projects cannot self-certify, and the criteria are specific: community engagement, environmental performance, workforce wellbeing, safety culture, and site management. Galliford Try's record in those areas is consistent and documented. Since 2021 the firm has accrued eight perfect CCS scores on this project alone, having moved through bronze awards in earlier phases before reaching Gold.

The concrete achievements behind the 2026 award give the recognition weight. The site recycled over one million tonnes of waste materials. Six new jobs were created specifically for previously unemployed local residents. More than 200 students engaged with the project, thirteen took up work placements, five secured apprenticeships, and £6,000 in time and materials went to local schools. These are real outcomes for real people in and around Grantham, delivered through deliberate effort rather than accident.

What the scheme does not assess is whether professional design specifications are technically correct. CCS criteria measure how a site behaves from day to day — how workers are treated, how neighbours are considered, how waste is handled. They say nothing about whether a foundation has been designed to the right load-bearing specification, or whether a wind-load calculation has been omitted from a bridge installation method. Those are questions of engineering design quality, assessed through entirely separate professional and contractual frameworks. The award is legitimate on its own terms; the limitation is in assuming it speaks to anything beyond them.

Different registers of accountability

The two things happening simultaneously on the GSRR — a Gold CCS award and a second design failure — are not contradictory. They belong to different accountability registers: distinct systems, measuring different things, operated by different parties.

The CCS register is proactive and rolling. An independent assessor scores the site against published criteria: how neighbours are treated, how environmental impacts are managed, how workers are supported, how the site presents itself publicly. Galliford Try, as main contractor, controls those things directly. The scores are verifiable, the criteria are public, and the Gold Award reflects a genuine and sustained standard of site behaviour.

The engineering design register works differently — it is reactive, triggered by failure rather than regular inspection. When the eastern embankment shifted in 2022, the council named WSP as responsible for co-ordinating ground investigation data and designing the foundations. When the crosswind omission halted work in 2025, it referred to an unnamed 'supplier error' and announced contractual and legal recovery. No scoring system flagged either risk in advance; the accountability mechanism only became visible after the error had already cost time and money.

This matters because the same organisation is simultaneously affirming Galliford Try's conduct record and pursuing legal action against design consultants. Those are not contradictory positions — they are responses to two separate systems: one rewarding observable site behaviour, the other allocating liability for technical failures.

The practical consequence is that a positive result in one register tells the public almost nothing about performance in the other — and the GSRR illustrates both at once.

Budget and timeline as the baseline

Those figures — a budget roughly doubled and an opening date pushed back five years — are worth keeping in mind, not as a verdict on any individual party, but as a practical reference point for what large public works can look like when they go wrong.

When a future infrastructure project in South Kesteven is described as 'on track' or 'within budget', residents now have a concrete benchmark for what those phrases can conceal. The GSRR shows that schedules and cost estimates can slip not through bad faith but through technical errors that only surface during construction — errors the council has attributed to specific named parties, and which it intends to recover through contractual and legal processes. That means the overrun is not yet a confirmed permanent charge to the public purse, though how much is ultimately recovered, and over what timescale, remains open.

Budget and timeline are imperfect instruments. They cannot reveal whether a particular design failure was foreseeable, whether a procurement process was well-structured, or how robustly a contract was supervised. But for residents without engineering or legal expertise, they remain the most accessible data available: two numbers that can be tracked, compared against initial promises, and questioned at each public update. The GSRR now provides a lived reference for that kind of scrutiny.

The questions worth asking next time

The GSRR exposes a structural gap that any resident scrutinising South Kesteven's next major scheme should hold onto: there is no proactive equivalent of the CCS for design quality. The Considerate Constructors scoring runs continuously — assessors visit, criteria are published, scores accumulate. The engineering design register only activates after something has gone wrong. Neither the soft-ground failure in 2022 nor the crosswind omission in 2025 was flagged by a running inspection system. Both became visible only once they had already cost time and public money.

That distinction suggests three questions worth carrying forward:

  • When a project receives recognition, ask which register it applies to. A Gold CCS award is a genuine, independently verified measure of site conduct — it tells you something real, just not something about whether the engineering specifications are correct.
  • When a council names a responsible party — as LCC named WSP in 2022, and referred to unnamed suppliers in 2025 — ask not only who owes the money but when the legal recovery will conclude and how much is ultimately returned to the public purse. The GSRR overrun is not yet a confirmed permanent charge to local taxpayers; what proportion eventually comes back is a question that remains open.
  • Track the original figures as reference points, not as accusations. Forty-eight million pounds above the original estimate and five years beyond the original completion date are the specific calibrations this project has produced; the next scheme's claims can be measured against them.

The bridge push began in March 2026. The road will open — 2028 is the current estimate. Having a more precise vocabulary for what went right and what went wrong is simply a better basis for whatever public scheme South Kesteven considers next.
