The road is the enabling infrastructure for Spitalgate Heath, a planned development of 3,500 new homes alongside schools, a medical centre, and 120,000 square metres of employment space. Without a functioning southern link, that site cannot be built out. The King 31 employment zone on the A1 — forecast to generate or safeguard over 370 jobs — is in the same position. At the heart of the 3.5km scheme sits an engineering challenge that explains why this project has taken so much longer, and cost so much more, than originally planned. Phase 3 requires a 400-metre bridge deck — weighing 2,600 tonnes — to cross both the River Witham and the live East Coast Main Line simultaneously. That is not routine road-building. The choices made in designing and installing that bridge, and what happened when those choices were tested, are what make the Grantham Southern Relief Road worth understanding in some detail.
What a CCS Gold Award actually measures — and what it does not
The Considerate Constructors Scheme is an independent industry initiative that sends trained monitors to construction sites and scores them against five criteria: community engagement, environmental performance, workforce wellbeing, safety, and site management. Those are the five things — and only those five things — that determine a CCS result. Delivery timelines, engineering accuracy, and budget performance sit entirely outside the framework's scope.
Galliford Try's record under this scheme on the relief road has been consistent and well-documented. Since 2021, the team achieved eight perfect CCS monitoring scores. The Gold Award collected at the national ceremony in Manchester in April 2026 followed from that sustained run — the scheme's assessors placed the project 'among the upper echelon of construction projects nationally.'
The on-site evidence behind that verdict is specific and verifiable. The site team raised over £7,500 for local charities, created six jobs for previously unemployed local people, donated £6,000 in materials to schools, hosted 200-plus students at career events, took on 13 work placement students and five apprentices, and recycled over one million tonnes of waste materials. None of those achievements are cosmetic. They represent genuine interaction with the town and with people in it.
Understanding the scheme's limits is not a way of diminishing those achievements — it is simply being accurate about what was measured. A CCS Gold Award is a site-conduct verdict. It reflects how a workforce behaves on and around a site day to day. It does not comment on what the engineering drawings say, whether a design is technically sound, or whether the project will finish on time. The bridge and its two separate failures

Second failure: the wind, February 2025
The more technically striking problem emerged in February 2025, when it became clear that the design had not adequately accounted for wind loading during the push-launch phase. The specific concern was that as the 2,600-tonne deck was being slid across the crossing, wind could cause it to flex and shift out of alignment — with no practical means of correction once the structure was in motion. Work halted.
Rectifying that problem is estimated to cost a further £10–20 million. Set against an original project budget of approximately £133 million, the cumulative figure now stands at £158–168 million. What made the wind-loading failure particularly hard to account for was that the design had passed through a mandatory, additional layer of independent checking before construction reached that stage — and the error was not caught. Contractor, designer, and the supply chain split that explains the gap
Modern infrastructure projects are rarely built by a single organisation. The Grantham Southern Relief Road illustrates this plainly: Galliford Try holds the contract for Phase 3 and manages the site day to day — the workforce, the community liaison, the safety procedures, the environmental controls. That is what the Considerate Constructors Scheme assesses, and by that measure Galliford Try's record is strong.
The bridge's structural design, including the calculations governing how the deck would behave during the push-launch phase, was the work of a separate engineering firm — described by Lincolnshire County Council as a 'global expert' in this type of structure. That firm is a different organisation, operating under a different professional framework, with different accountability mechanisms. Its work is not visible to CCS monitors walking a site; their findings go to structural engineers, not community assessors.
This separation matters because it explains how both verdicts — Gold Award and wind-loading omission — can be simultaneously accurate. They are assessments of different actors doing different jobs within the same procurement structure.
What makes the second failure more systemically troubling is that an independent checking layer was in place specifically to catch errors in the design before they reached site. That layer did not catch the wind-loading problem. The failure therefore sits not with one engineer's oversight alone but with the verification process surrounding expert-to-expert handoffs on complex projects. The council's phrase — 'global expert' — is worth holding in mind: institutional scale and specialist reputation did not substitute for a checking regime that actually worked.
Two valid verdicts on the same project
Picture a Grantham resident opening the local paper in April 2026 and reading that the Southern Relief Road has won a Gold Award — while knowing, from earlier coverage, that the same project is running years late and tens of millions over budget. The natural response is confusion, perhaps scepticism. It looks like spin.
It is not spin. But the confusion is understandable, because the word 'award' does a lot of implied work. In everyday usage, a Gold Award suggests that something went well — that the project, broadly, succeeded. The CCS Gold Award means something narrower and more specific: that the site was run to a high standard of conduct. Those two readings are not the same thing, and the project's public communications have rarely explained the gap between them.
The confusion does not reflect poorly on residents. It reflects a communication habit common across large infrastructure projects: different actors, assessed by different frameworks, tend to get bundled into a single public narrative. The contractor's conduct and the designer's calculations are both presented as 'the project,' which makes it genuinely difficult to know which part any given verdict addresses.
The useful habit — applicable well beyond this road — is to ask what a given assessment actually measured before using it to draw a wider conclusion. A Gold Award for site conduct is real evidence, but it is evidence of one specific thing. So is an engineering failure. Both can be true. In Grantham's case, they are.
What a market-town project like this teaches about infrastructure delivery
Cost overruns on large public infrastructure projects are not a Grantham peculiarity. Major schemes across England routinely exceed their original budgets — sometimes substantially — when they encounter unforeseen ground conditions, design revisions, or novel construction challenges. Knowing this does not make the Southern Relief Road's overspend less significant; it does mean the project should be read as a case study in common systemic pressures, not an isolated local failure.
The more specific lesson concerns what happens when a complex method — push-launching a 2,600-tonne deck over a live railway — meets a procurement structure whose checking layer is not calibrated to catch the right kind of error. Prestigious designers and mandatory independent review are both genuine safeguards. They are not guarantees. On long, multi-phase projects using specialist techniques, those safeguards can and do miss things.

That compounding effect is the clearest argument for asking harder questions earlier, rather than waiting for a public announcement that something has gone wrong.
