
Arriving at Grantham station without a mental map
Step off a train at Grantham and the immediate question has no obvious answer: which way is the town centre? A 2022 Lincolnshire accessible stations audit documented exactly this problem. Assessors found that wayfinding signage at the station's exit area 'could be improved to invite and guide passengers and cyclists to Grantham town centre' — careful language, but pointed. The signs that existed served people who already knew the route. For anyone arriving cold, the environment offered orientation without direction: you could see you were at a station, but nothing told you clearly where to go next.
The distinction is concrete. Orientation tells you where you are; direction tells you where to go. Grantham's exit signage had managed the first task and quietly abandoned the second — which matters most to precisely the people who need it: a rail commuter new to the town, a visitor booked into a hotel on the high street, someone arriving for a job interview with ten minutes to spare.
This was not a random gap. It reflects something systematic about how Grantham's navigational infrastructure has historically been commissioned and for whom — a question the town has only recently, and deliberately, begun to answer.
The physical layout that makes signage critical
Grantham's street layout is not forgiving of uncertainty. The A1 dual carriageway forms a hard western boundary — a road most pedestrians have no business crossing — while the railway line cuts through the town roughly north to south, dividing the station side from the centre. Neither barrier is labelled or intuitive to someone without a prior mental map of the area.
A Living Transport assessment of the town identified two specific weaknesses along the station-to-centre route: a poor-quality pedestrian passage through a narrow railway arch, and a western pedestrian link that had been blocked following planning permission for a new development. These are not incidental shortcomings. They mean that a wrong turn from the station exit does not lead to a parallel street or a minor delay — it leads to a dead end or to the edge of a dual carriageway.
This is why the Grantham Town Centre Spatial Masterplan identified improving pedestrian movement and wayfinding between the station and town centre destinations as its primary public realm aim. In a town built on a simple grid, a confident walker can self-correct. In Grantham, the combination of the railway barrier, the A1, and two compromised pedestrian links means that legible directional signage carries structural weight — it is the thing that makes a navigable town out of one that is, for a first-time visitor on foot, genuinely easy to get wrong.
Signs designed for people who already know the way
Understanding why the gap existed requires a short trip into the rules that govern street signs in England. Highway signage is primarily a traffic management tool. The Traffic Signs Regulations and General Directions (TSRGD) — the statutory framework that controls what goes on a post beside a public road — is built around moving vehicles safely, not guiding someone on foot between a railway station and a market place. Pedestrian wayfinding is not its natural output.
Lincolnshire's own policy makes this concrete in a way that is striking once you see the numbers. The standard small-town fingerpost signs — Diagrams 2328 and 2329, the simple pointing-arm type familiar from villages across the county — are formally restricted to settlements with a population under 10,000. Grantham, at roughly 44,580 people, is more than four times over that threshold. There is no automatic entitlement to pedestrian-scale direction signs of the kind a first-time visitor would find most useful. If the town wants them, it must commission them deliberately and fund them separately.
Brown tourist signs, often seen pointing drivers toward attractions, carry a different kind of barrier: each one costs between £8,000 and £20,000 to install, with all costs borne by the applicant. They are not default infrastructure any more than a bypass is.
The combined effect of these rules is not malice but accretion. The implicit user encoded in Grantham's street environment was someone arriving by car, broadly familiar with the town, who needed occasional orientation rather than step-by-step direction. Pedestrian legibility — signage that works for someone arriving cold — requires deliberate commissioning precisely because the default system was never designed to provide it.
Why pedestrian wayfinding has to be deliberately commissioned
Active Travel England's guidance sets the benchmark clearly: pedestrian and cyclist signage should appear at 'all decision points and junctions'. What the guidance does not do is fund or procure itself. It describes an outcome that someone must choose to pursue — and in Grantham's case, that choice did not arrive until the 2025 £880,000 follow-on package made direction signs a named line item for the first time.
The delay matters because, as the UK's Inclusive Wayfinding Toolkit identifies, the primary obstacle for non-regular users is not a locked gate or a missing pavement — it is uncertainty. A first-time visitor who cannot read a junction will often turn back, or not set out at all. The barrier is psychological before it is physical, which is why signage calibrated to confident, experienced users leaves people arriving without a mental map stranded.
Intentional wayfinding design makes different assumptions. Legible London, Transport for London's citywide pedestrian system, illustrates what commissioning for first-time users looks like in practice: maps are oriented with the direction of travel at the top rather than north, and distances are given as walking times in five-minute increments rather than metres — because metres mean nothing to someone who has never walked that street. These choices encode a deliberate answer to the question of who the sign is actually for.
In Grantham, that question was deferred through the first phase of regeneration. The 2024 Station Approach scheme installed sign post structures and sockets but not directional content; the actual answer to 'which way is the town centre?' was funded only in 2025. The sequence is precise about what standard infrastructure does and doesn't include.
How the Living Town programme spent its money
The £5,558,818 awarded to Grantham through the Future High Streets Fund in January 2021 came with a clear stated purpose. The 'Living Town' bid was framed around 'bringing more people into the town to live and work and creating appealing spaces that attract visitors' — an explicit acknowledgement that the existing centre was not adequately configured for newcomers. The Town Centre Spatial Masterplan was more specific still: the primary aim of the public realm intervention was to 'increase pedestrian connectivity and wayfinding between the station and town centre destinations'.
The £4.1 million first phase, delivered across Station Approach and Market Place in 2024, was overwhelmingly physical in character. Works included raising road levels, installing new tactile paving, replacing kerbing, upgrading junction signals, and removing old guard rails and sign posts. New sign post sockets and bollard structures went in — the structural provision for future signage — but no directional content was fixed to them. The works produced a significantly improved pedestrian surface and safer junctions. What they did not produce was an answer to 'which way is the town centre?'
That answer arrived in the 2025 follow-on package of £880,000, which for the first time listed direction signs to the railway station, bus station, bus stands, car parks, and key points of interest as an explicit funded item — the first town-wide directional signage the programme has commissioned.
The programme's stated aim was to serve people who did not yet know the town. The answer to their most basic navigational question was, structurally, the last thing funded.
What the signs still need to tell a first-time visitor
Inclusive wayfinding design does not picture a generic newcomer. Mima's framework for inclusive environments names the actual range: international visitors with limited English, elderly people managing unfamiliar streets, parents with pushchairs, people with non-visible impairments who may not read a standard sign at pace. Each user needs the same thing — a single directional answer at each junction, not an abstract orientation to the whole town. Research on complex environments confirms that directional signs have more impact on navigation decisions than any other sign type, because they reduce an uncertain journey to a sequence of manageable choices.
The 2025 follow-on package commits to delivering exactly this: signs pointing to the railway station, bus station, bus stands, car parks, and key points of interest. What the publicly available specification does not detail is the granular content: which junctions get a sign, whether walking times or distances appear on the face, which destination is named first at which point. These details matter to specific people. For a visitor who does not speak enough English to ask for directions, or an older pedestrian who cannot confidently read a junction from across the carriageway, each placement decision is load-bearing.
The structural provision is already in place. Sockets were installed along Station Approach, Westgate, and Wharf Road during the 2024 phase specifically so that sign content could follow. What gets mounted on them — and who the signs are written for — is a design decision, not a technical one. That is the question the town's regeneration spending has been, slowly, building toward.
