In 2024, Grantham's Market Place received an £880,000 refurbishment through the Future High Streets Fund. Two of its least-discussed outcomes were these: diesel generators that had powered market stalls were replaced by permanent underground power cabinets, and street furniture was fixed in place rather than shifted around between market days. If you had been watching a TED talk on design that year — or attending a TEDx Grantham event focused on ideas that matter locally — neither decision would have made the cut. No dramatic reveal. Nothing photographable. No elegant object to hold up to a spotlight.

That gap is worth examining. TED talks about design tend to reward the legible: a beautiful product, a striking intervention, a technology with a visible before-and-after. The discourse is structured around what can be shown. What it routinely misses is the infrastructure decision — the choice made underground, or beneath a market canopy, that changes how a space actually feels to the people who use it.

The argument here is not that Grantham's Market Place refurbishment was secretly visionary. It is narrower and more specific: those two unglamorous decisions function as sensory infrastructure for a significant share of the public who visit the space. That is a design claim. It just does not look like one.

What a diesel generator does to a sensory system

A diesel generator running at a market stall does two things at once: it produces sustained mechanical noise — typically in the range associated with running industrial machinery — and it emits exhaust containing nitrogen dioxide and fine particulate matter. For most visitors, this is background inconvenience. For a significant share of the public, it is something more specific.

Autistic people can be hyper-sensitive to both sound and smell simultaneously — not because of any problem with their ears or nose, but because of how the brain processes sensory input. The sensation of too much information arriving at once can cause genuine distress, triggering avoidance or withdrawal from a space entirely. A generator combines exactly those two channels: sustained mechanical sound and exhaust odour that lingers in the immediate area around each stall. In sensory terms it is a compound barrier rather than a single one — both channels active at the same time, with no obvious way for an affected visitor to step around it.

Sensory overload of this kind is not exclusive to autism. It is also a recognised feature of ADHD and several related conditions, making loud, chemically active outdoor environments disproportionately excluding for a broader group than is often assumed. Sensory processing sensitivity — a temperamental trait found across the general population and not tied to any specific diagnosis — is estimated to affect roughly 15–20% of people, characterised by a deeper response to subtle stimuli including sound and smell. On those numbers, a quieter, cleaner market environment is not a niche accommodation; it is a meaningful improvement for a substantial minority of any crowd that gathers there.

None of this evidence is specific to Grantham. It rests on general sensory and neurological research rather than on any study of Market Place visitors. But that is precisely the point: the case for removing generators does not depend on Grantham being exceptional. It depends on generators being, by their nature, a recurring and unpredictable sensory problem placed into a space that people are supposed to be able to use routinely.

Fixed furniture, clean air, and the people they affect

Market stalls are not fixed objects. Between trading days, temporary infrastructure — tables, frames, canopies, power cables — is repositioned, sometimes substantially. For someone who navigates a space using a wheelchair, a mobility aid, or without reliable vision, that variability is not a minor irritation. It means that a route that was passable on a Tuesday may not be passable on a Thursday. The floor plan cannot be learned because it keeps changing.

Fixed street furniture eliminates that inconsistency. The space becomes legible each time a person arrives: the same layout, the same clearances, the same paths. This is not a question of ramp provision or kerb-cutting; it is about predictability as a form of access. A space that behaves the same way twice in a row is a space that can be planned for.

The air-quality dimension works differently, and affects a different population. Diesel generators emit nitrogen dioxide and fine particulate matter — both documented triggers for people managing asthma or COPD. The effect is localised: it is strongest close to the running engine and dissipates away from it, which at a market means it is concentrated precisely where people are standing to shop. Underground power supply removes the exhaust source from that footprint entirely. The improvement is not a town-wide air-quality intervention; it is a specific change to the conditions in a specific outdoor space, during the hours when that space is most used.

Design as mismatch correction, not special provision

Framing matters more than it might seem at first. Calling the Market Place changes 'accessibility provision' implies something extra has been added for certain people — a supplement to a design that otherwise works fine. The Inclusive Design Research Center's alternative is more useful: when a generator makes a space distressing to enter, or when shifting furniture makes it impassable to navigate, the problem is in the design decision, not the person. Replacing the generator corrects a design flaw. Fixing the furniture corrects another one.

This matters practically because it changes what the work is. Mismatch correction is not 'special provision' — it does not require identifying a minority group and commissioning a separate intervention. The same underground power supply that removes noise and exhaust for autistic visitors also serves traders who no longer need to source and run diesel equipment. The same fixed furniture that gives wheelchair users a predictable route also gives the whole market a consistent layout. The inclusive outcome is built into the infrastructure rather than added on top of it.

That logic also extends inclusive design beyond its usual territory. Most public discussion of the discipline focuses on products, websites, or signage — interfaces that mediate between users and services. An underground power cabinet is none of those. It is physical infrastructure, below ground, invisible in operation. Applying the mismatch principle there is not a stretch: it is what the principle requires once you stop treating disability as a personal condition and start treating it as an environmental one.

Why TED talks on design overlook the most effective decisions

TED talks have brought design thinking to audiences who would never read an architecture journal or attend a design conference. That is a genuine service. But the format has a structural appetite: it rewards the legible. Striking buildings, clever objects, systems that can be explained in a single slide — these travel well on stage. They photograph. They generate the kind of narrative arc that sustains eighteen minutes of audience attention.

An underground power cabinet does none of that. It is invisible by design — sunk below the paving, out of sight during every market day. Fixed street furniture is, if anything, more ordinary still: benches and planters that look exactly as they are supposed to look. Neither offers a 'design moment' in the visual sense the format depends on.

This is not a complaint about TED's taste. It is a description of what format incentives do to a discipline. Design communication that rewards spectacle will systematically under-report the most effective decisions — an underground cable run, a noise source removed, a surface made consistent — precisely because these leave no visible trace. The quieter a solution's footprint, the more it disappears from the conversation, not because it is less consequential but because it is harder to show.

A sceptic might add that Grantham's Market Place is simply too small to register in any serious design conversation. But urban design's scope runs explicitly from a local street to an entire city; scale is not a gatekeeping criterion. What is doing the gatekeeping is legibility — and that is a discursive choice, not a technical one.

What Market Place models for public space in South Kesteven

Permanent underground power supply and fixed street furniture are not extraordinary expenditure — they are specification choices, made at the commissioning stage of any public space project. What Grantham's Market Place illustrates is not a smart-city intervention but something more modest and more transferable: that two routine decisions, made differently, change who can use a space without anyone having to declare an accessibility policy.

South Kesteven has other market towns — Stamford, Bourne, Sleaford — and many face the same high-street renewal pressures that brought the Future High Streets Fund to Grantham in the first place. Each future refurbishment will involve equivalent choices: temporary or permanent power supply, fixed or movable furniture, generator-dependent or grid-connected stalls. Those decisions will be made in procurement meetings and design briefs, not in accessibility reviews. The question they raise — who is in the room when the specification is written — is a practical one, not a rhetorical flourish.

The Grantham case does not prove that intention drove these outcomes, nor that the result has been measured. What it does suggest is that infrastructure either includes or excludes by default, depending on how unremarkably it is specified. Most of the public spaces people walk through every day were built by decisions exactly that quiet.
