
The noise no one called a design problem
Stand at a market stall in Grantham Market Place on a busy morning and the dominant sensory fact is not the view, the paving, or the sight lines — it is the noise. Portable diesel generators, running at roughly 85 decibels, set the acoustic baseline for every trader who arrives at 8:30 am and stays until early afternoon. Eighty-five decibels is not an arbitrary number: it is the threshold at which UK Control of Noise at Work Regulations legally require employers to provide hearing protection. TED talks on human-centred design tend to open with a mobility failure or a visual indignity — a kerb that defeats a wheelchair user, a building that makes its users feel small. TEDx Grantham exists in that same tradition of asking why designed environments so often serve some people better than others. The Market Place redesign poses exactly that question, but through a sense the mainstream design conversation rarely puts first: hearing. South Kesteven District Council's £275,000 underground mains power installation — part of an £880,000 scheme announced in March 2025 — was framed in the council's own words as eliminating 'noisy generators'. Naming acoustic environment as the thing being fixed is a more significant framing choice than it first appears.
What two rounds of work and £2m actually changed
The works came in two distinct phases, separated by more than a year and addressing different problems.
Phase one ran from May to September 2024. A £1.8 million investment — drawn from the UK Government's Future High Streets Fund — raised the road surface to match the surrounding paving, using York stone and granite sets to create a single-level, visually coherent open space. Vehicle access, the taxi rank, and short-term parking were all retained: the space was not pedestrianised, but levelled. The practical accessibility gain was straightforward: trip hazards eliminated, wheelchair and mobility-aid routes across the square no longer requiring negotiation of a kerb drop.
Phase two is newer and more targeted. In March 2025, South Kesteven District Council announced an £880,000 follow-on package, including a £275,000 underground mains electricity installation. Physical works began the week of 23 February 2026. The stated purpose — in the council's own framing — was to power market events and festivals without portable diesel generators. That is a specific acoustic and air-quality objective, not simply an infrastructure upgrade; naming generators as the thing being replaced is a deliberate choice worth holding onto.
Also within the 2025–2026 scheme: benches, planters, and cycle parking across Market Place and Westgate. These are often grouped with accessibility wins in public-realm announcements, but each is a distinct design decision with its own set of users and tradeoffs — a point this article returns to later.
What TED talks on human-centred design tend to cover and what they skip
There is a recognisable shape to design talks within the TED canon. Cara Chellew's work on hostile architecture traces how benches, armrests, and floor spikes communicate who a space is really for. Sean Crump's framing of universal access begins from the observation that we are all, eventually, 'temporarily able-bodied' — which reframes physical accessibility not as a special accommodation but as infrastructure everyone eventually relies on. John Cary has argued that dignity, not merely function, should be a design baseline for civic buildings. These are precise, useful ideas, and they have reshaped how designers and planners approach mobility, visual identity, and social participation in public space — fields now far more literate about exclusion than they were two decades ago.
What this canon largely bypasses is the acoustic and olfactory environment as structural barriers to access. Noise in TED design talks tends to appear as mood or ambience — something to manage rather than a condition that systematically excludes. That framing matters, because it leaves the Grantham generator problem without a conceptual home in the mainstream design conversation. A 2024 literature review on inclusive urban design, published in the IOP Environmental Science series, found that air quality and acoustic environment belong on the same tier of design priority as walkability and physical accessibility. The evidence base exists; the design communication rarely reflects that parity.
This is not a failure of individual speakers. It reflects what design discourse has historically known how to measure — kerbs, step heights, signage, wayfinding — and what it has not: decibels, particulate concentrations, cumulative sensory load. The Grantham case sits in that unmeasured space.
Why acoustic environment is a first-order inclusion question
Noise at market volume does not affect everyone equally. For autistic people and those with sensory processing differences, there is no background: generator hum, crowd noise, and amplified announcements all register at near-equal volume, without the neurotypical capacity to push less relevant input to the periphery. MacLennan et al. (2023), cited 138 times in the academic literature, confirmed that autistic adults commonly experience everyday public-space sounds as overwhelming and painful. Application of the Autism ASPECTSS Design Index to mainstream commercial spaces found statistically significant shortfalls (p<0.001) in how well those spaces meet sensory-inclusive criteria — a gap that appears to be the norm, not the exception.
The distinction between visitor and trader sharpens the argument considerably. Someone crossing the market square for twenty minutes faces a materially different risk profile from a trader who has been at a stall since 8:30 am. At that duration, 85 dB of generator noise and diesel exhaust — the WHO classifies diesel exhaust as a Group 1 carcinogen — accumulate into an occupational health problem. In that framing, the council's decision to remove generators sits closer to a workplace health intervention than a visitor comfort upgrade.
A 2021 human factors paper argued that acoustic, olfactory, tactile, and visual dimensions of a space must be designed in concert, not treated as separate tracks. The Grantham mains installation addresses at least two of those axes simultaneously — noise and exhaust — even if the outcome was not explicitly framed in sensory-inclusion terms. Whether it has meaningfully changed who uses the market, and how comfortably, is not yet answered: no qualitative data from users with sensory processing differences about this specific space has been published.
When 'better furniture' cuts both ways
Benches, planters, and cycle parking read, almost reflexively, as additions that make a place more welcoming. The follow-on works at Grantham Market Place include all three, and the framing in council communications is straightforwardly positive. Hostile and defensive design research complicates that reading.
The same bench decisions that signal civic investment can, depending on detail, work against the very users who most need rest infrastructure: older adults with joint pain, people who use mobility aids, parents with young children. Armrest positioning that prevents lying down — a standard deterrent to rough sleeping — also makes it harder to lower oneself onto the seat or push up from it. Seat depth and material warmth determine whether a bench in an exposed market square is genuinely usable in a Lincolnshire winter, or merely present. Proximity to the newly quieter stretches of the square matters too: a bench placed beside residual traffic, rather than within the calmed zone, loses much of the acoustic benefit the mains installation creates.
Planters and cycle parking are not neutral additions either. They redirect pedestrian and wheelchair routes, alter how ambient sound reflects across hard surfaces, and affect sightlines that some users rely on for orientation and safety.
The publicly available detail on the specific Grantham furniture design is thin, so the honest position is a question rather than a verdict: the tradeoff decisions embedded in each element will determine whose inclusion the completed square actually serves.
What this means for public space planning across South Kesteven
Stamford, Bourne, Sleaford — market towns across South Kesteven with their own squares, their own event seasons, and their own generators running on market mornings. The transferable lesson from Grantham is not the specific solution: mains electricity is a fix for a specific problem in a specific place. The lesson is the diagnostic question that preceded it: what sensory environment does this space actually create for the people who use it longest?
Most public space improvements still treat acoustic environment as background — something that might improve as a side-effect of other changes rather than something to name and plan toward. What made the Grantham works unusual was that the council named the noise problem explicitly in its own communications, making acoustic quality a conscious design objective rather than an accidental benefit.
The honest limit of what this case can currently tell us is also worth consolidating here, since it has shadowed several earlier sections: the impact on traders' health following generator removal is untracked in any public source; whether the quieter space is used differently by visitors with sensory processing differences is similarly unmeasured. These are the questions the works make answerable for the first time — but only if someone commissions the asking.
That is where the gap the TED design canon leaves becomes a practical matter. The argument that acoustic environment is a first-order inclusion question does not need a famous talk to validate it. It needs a planning officer in Bourne or a market manager in Sleaford to ask, before the next round of public realm works, whether the noise their traders absorb each week is a design problem — or just the assumed price of a market morning. Grantham's answer was infrastructure. The question had been sitting there, documented by regulation, for years before anyone thought to frame it as design.
