Walk through Grantham Market Place on a market day and the changes are easy to miss. The paving looks handsome, the stalls are busy, and the square feels — to an uninitiated eye — much as it always has. What you cannot see is a £275,000 investment in permanent grid-connected power cabinets, installed across eight locations in Market Place and Westgate as part of an £880,000 Future High Streets Fund package agreed by South Kesteven District Council. The costliest single element of a regeneration programme sits almost entirely out of sight.

TEDx Grantham runs under the theme 'Rethink', working from the conviction that a market town in Lincolnshire can be as fertile a source of consequential thinking as any global city. TED talks in the urban design tradition — Jan Gehl's visual-social accounts of how people inhabit cities are the archetype — tend to focus on what a visitor can observe directly: the seating, the greenery, the density of activity, the legibility of a street. They rarely end at the substation.

Yet the decision that most changed who can comfortably use this square was not a bench, a planter, or a widened pavement. It was a power cable. When an infrastructure choice of that kind turns out to be a design decision about access and inclusion, what does that reveal about the limits of the civic design conversation TED talks typically lead?

What TED talks on urban design actually argue

The urban design tradition that TED talks most often draw on is associated with thinkers such as Jan Gehl, whose decades of fieldwork produced the influential argument that good public space is legible, human-scaled, and filled with the kind of slow social activity — lingering, watching, chance encounter — that generates community life. The variables in that framework are largely visual and social: the provision of seating, the density of activity, the presence of greenery, the relationship between ground-floor façades and the people walking past them. These are genuine and important contributions; the point here is incompleteness, not error.

Consider the outdoor market as a type. It scores well on almost every visual-social measure: it brings people together, it activates a square, it is human-scaled by definition. TED-style celebration of such spaces is entirely defensible on those terms. What the tradition characteristically does not examine is the sonic and olfactory environment created by the kit that runs the market — generators idling between stalls, producing the low-frequency hum and diesel exhaust that are standard equipment for outdoor events across Britain. A designer can produce award-winning paving and not once ask what powers the lights on the stalls.

Acoustic environment, air quality, and olfactory conditions are not variables in most design manifestos. They are line items in procurement documents. That institutional separation — between the discourse that imagines a square and the process that equips it — is precisely what makes the Grantham case worth examining.

The sensory cost of running a market on generators

Stand at a stall in a market powered by portable diesel generators and the acoustic effect is immediate. Individual units run at a continuous low-frequency hum — not sharp enough to trigger a noise complaint, but persistent enough to raise the ambient sound level across every adjacent pitch. Traders and customers compensate unconsciously: voices go up, exchanges shorten, the kind of relaxed, unhurried conversation that characterises a good market visit becomes effortful. Cognitive load rises without anyone deciding it should.

The olfactory dimension compounds this. Generator exhaust disperses at roughly the height of the engine housing — which places it at pushchair level, at the eye height of a child, and in the breathing zone of anyone seated or using a wheelchair. Fume concentration is localised rather than general, making it worst precisely where people spend the most time: standing at a stall, within a metre of the unit powering it.

For most visitors these are irritants, not barriers. For people with sensory processing disorders, autistic individuals, and those with respiratory or cardiovascular conditions, the picture is different. Both effects — persistent low-frequency noise and localised exhaust — operate cumulatively, and cumulative sensory burden is what tips an uncomfortable environment into an inaccessible one. Removing generators does not merely tidy up a procurement decision. It redraws, in practical terms, who can stay.

A power cable as an act of inclusion

South Kesteven District Council's Cabinet agreed to spend £275,000 of Future High Streets Fund money on permanent power cabinets across eight locations — four in Grantham Market Place, four in Westgate. The cabinets, specified by National Grid, deliver both three-phase and single-phase supply: the same grade of power available to commercial premises, piped directly to trader and events pitches. The funding came from underspend left over after the Market Place and Station Approach works came in under budget; the primary motive for committing it was to prevent unspent government money from being returned to central government. Accessibility was not in the brief.

That last fact is worth sitting with. The effect of replacing diesel generators with a grid connection is to rewire the sensory baseline of the square: quieter, cleaner air, and a measurable reduction in the cumulative acoustic and olfactory load described in the section above. In inclusive design terms, reducing that involuntary sensory burden is broadly equivalent to removing a physical access barrier — it widens the range of people who can comfortably occupy and remain in the Market Place. The mechanism is different from a dropped kerb or a Braille sign, but the logic is the same: the environment meets more people where they are.

Inclusive design orthodoxy holds that the best accessibility outcomes are built in from the outset. What the Grantham procurement illustrates is that decisions with real inclusion consequences happen constantly outside any design process — in budget negotiations, underspend management, and utility contracts. The outcome here is genuine, but its origins are administrative. That distinction matters, because it suggests similar opportunities are probably being missed elsewhere, unexamined, in the same kinds of spreadsheets.

The paradox the same scheme created

The same regeneration programme also reshaped the physical ground of Grantham Market Place, removing traditional kerbs to produce a level, shared-surface public realm. For most visitors this reads as a genuine gain: easier movement for pushchairs and mobility scooters, cleaner sightlines, and a space flexible enough for events without stepped edges to negotiate.

For visually impaired pedestrians, the kerb step performs a function beyond its physical presence — it is navigational information. A sharp tactile edge tells a blind person where pavement ends and carriageway begins, without requiring a sign, an assistant, or prior knowledge of the layout. Its removal strips that signal entirely.

The remaining cue is a material transition: smooth York stone gives way to rougher granite sett at the boundary zone. The contrast exists, but peripheral neuropathy — a condition that progressively dulls sensation in the lower limbs and is more prevalent in older people — can render it imperceptible. A wayfinding cue that most users never consciously register may, for some users, be the only one available underfoot.

Guide Dogs for the Blind has commissioned research into delineators capable of replacing the traditional kerb in shared-surface environments, signalling clearly that this is a recognised sector-wide concern rather than a local oversight. Designers and planners working on similar schemes across the country are navigating the same unresolved tension.

Grantham Market Place therefore holds both outcomes simultaneously: the grid connection extended sensory access to visitors for whom generators had made the square overwhelming or exclusionary; the shared surface withdrew navigational infrastructure from people who had relied on it. Inclusion, in the same square, moved forward and backward in the same programme. That double movement — a win for one group of users, a loss for another, within a single design intervention — is precisely what the visual-social account of public space that dominates TED-talk-style design thinking tends not to see.

The design conversation civic space actually needs

The urban design tradition that TED talks draw on has given us a usable vocabulary for seating, density, greenery, and social encounter. It has almost no language for ambient noise, air quality, or the sensory texture of a surface underfoot. Yet those are precisely the variables that determined, in Grantham's Market Place, who could comfortably enter the space at all.

They were not determined by a designer with a brief. They were determined by a procurement officer managing underspend against a government clawback deadline. The £275,000 substation connection was the most consequential inclusive design decision in an £880,000 regeneration programme, and inclusion was nowhere in the original specification.

The evidential limits of that claim are real — there is no post-occupancy data tied to the generator removal, no formal consultation with the disabled communities most affected — but the sources are sufficient to establish the direction of the argument, if not its precise scale. And the direction is clear enough to draw a practical conclusion.

TEDx Grantham's 'Rethink' theme fits here not as a slogan but as a literal instruction. The question the Market Place raises is not whether the regeneration succeeded, but who was absent from the specification meeting when the utility contracts were being written. Procurement officers, access consultants, and disability community representatives are the people who determine whether a public space works sensorially. The kerb removal — celebrated as an inclusive gesture — narrowed navigational access for blind pedestrians because those voices were not at the table early enough. Retrofitting that conversation afterwards is harder and costlier than having it when the brief is still open.
