
What Saturday morning in Market Place actually sounded like
Every Saturday from half past eight, roughly 30 traders set up across Narrow Westgate, Butcher's Row, and Market Place. By the time the first shoppers arrive, the stalls are running — and so are the generators. It is the kind of change TEDx Grantham is well placed to notice and a TED talk is not built to celebrate: an improvement in Grantham you register only as an absence.
The sound was not loud in the way a car horn is loud. It was low and persistent: a mechanical undertone that sat beneath the voices and footsteps, beneath the cheese seller's patter and the crinkle of plant cellophane. You might not notice it consciously at first. But it did not stop. From opening through to the 3pm close, that hum was present across the square — not a single intrusive event but a continuous acoustic layer woven into the whole trading session.
At stall height — where traders stand for the morning and shoppers lean in to look at things — the exhaust also arrived. Faint at times, sharper when a unit idled harder, it was there in the air at the precise level where people breathe and speak and spend six hours working. For a passing shopper, the effect was mild and brief. For a trader running the same pitch every week, it was cumulative: hours of layered acoustic and olfactory load, repeated across the whole market season.
This is what the square sounded and smelled like before the upgrade. Not dramatically hostile — just persistently wearing, in a way that only becomes fully visible once it stops.
The £880,000 scheme and what the council actually decided
In March 2025, South Kesteven District Council approved an £880,000 town centre improvement package. The power supply element accounts for £275,000 of that total and is the most technically specific strand: eight underground power cabinets, four positioned in Market Place and four along Westgate, providing direct mains electricity access to the trading pitches.
The funding did not require a new public spending commitment. It came from an underspend on the previous £4.1m Market Place and Station Approach regeneration — money that had to be contractually committed by 31 March 2025 or returned to central government. Approving the scheme was, in that sense, a stewardship decision: using what was available before the deadline rather than losing it.
Physical groundworks began the week of 23 February 2026. Works paused on 20 March to let the Mid-Lent Fair take place in the square, then resumed.
What is worth noting in the council's own communications is the language chosen to describe the aim. The upgrade would allow events and market trading to take place, in their words, 'without the need for noisy generators'. Not lower emissions, not reduced costs — noise elimination was named as the explicit objective. The design intent was stated plainly from the outset.
Traders and the compliance question most visitors never think about
For a shopper moving between stalls, the generator hum is an inconvenience measured in minutes. For the trader who runs the same pitch every Saturday from half eight until three, the arithmetic is different.
The Control of Noise at Work Regulations 2005 set 85 dB(A) as the upper exposure action value — the point at which employers must provide and mandate hearing protection, designate hearing protection zones, and put in place audiometric health surveillance for affected workers. Portable generators of the kind commonly used at market stalls typically operate at or above that threshold. A trader working a full six-hour session alongside one is not having a bad morning acoustically; they are potentially working in a regulated noise environment, with all the employer obligations that follow.
The distinction between a shopper and a trader is the distinction between visitor and worker. Occupational noise law is built around duration: intensity matters, but sustained exposure determines the compliance picture. A Saturday market trader accumulates that exposure every week, across the full season, at the same pitch.
No audiometric measurements of Grantham Market Place are in the public record, and the compliance inference draws on known regulatory thresholds and typical generator output ranges rather than site-specific data. But the structural point stands: for the people who work the square rather than pass through it, removing the generators is not an acoustic upgrade. It is a change in their working conditions.
Sensory processing conditions and why background noise is not background
Noise that most people push to the back of their awareness does not behave the same way for everyone. Sensory processing disorder (SPD) — present across autism spectrum disorder, ADHD, dyspraxia, and Tourette's syndrome — involves inadequate processing of multisensory input: the brain does not filter and habituate to persistent stimuli in the way a neurotypical nervous system typically does. Auditory and olfactory inputs remain in the foreground, competing with everything else a person is trying to attend to.
Research on sensory processing sensitivity (SPS) offers a more precise neurological account: high-SPS individuals appear to 'consistently assign high precision to incoming sensory signals', producing heightened reactivity to the same environmental information that others process more lightly. In a busy market, that means the mechanical undertone of running generators is not peripheral noise to be ignored — it is a persistent, high-decibel signal the brain keeps treating as significant.
Diesel exhaust adds a second channel. At stall height, where the olfactory load is highest, combustion byproducts arrive alongside the acoustic one. For many people with sensory sensitivities, simultaneous inputs across modalities are more disorienting than either alone — the combination creates a cumulative cognitive cost that may simply make a market visit untenable.
Sensory-friendly design guidance — developed largely for indoor settings such as museums, transport hubs, and retail environments — identifies elimination of persistent background noise sources as a primary acoustic accommodation. The permanent mains supply at Grantham achieves exactly this, structurally and without requiring individual adjustment. It is an example of what some designers call negative design: the gain is an absence. Whether the council framed the upgrade in accessibility terms or not, the effect for high-SPS visitors is the same. The evidence base for sensory-friendly design does not extend directly to open-air markets, so the transfer is reasonable inference rather than documented outcome — but the mechanism is coherent.
Respiratory load and the case for elderly visitors
Stationary diesel generators produce particulate matter and gaseous pollutants — the exhaust arriving at stall height is a more direct exposure route than general urban air quality. For someone managing asthma, COPD, or a post-viral respiratory condition, any additional particulate source at close range adds to a load that is already difficult to manage. UK parliamentary analysis describes air pollution as the country's greatest environmental public health threat; the mains supply removes one small combustion source from a confined trading square, which matters more to some visitors than others.
The scheme's other elements point in a similar direction. New benches and resting infrastructure at St Peter's Hill are part of the same £880,000 package — additions that make the square more usable for people who manage their time in public space carefully, whether because of a chronic condition, reduced stamina, or the ordinary constraints of age. That the council did not frame these elements explicitly in access terms does not change what they enable: a space that is quieter, lower in combustion particulates, and better equipped for people who need to stop.
What negative design means for public spaces, and why TED's talks favour what can be seen over what disappears
Absence is a difficult thing to fund. A cabinet of underground wiring delivers mains electricity to Grantham Market Place without producing noise or exhaust — which means its most significant outcomes are things that are no longer there. There is nothing to photograph, no ribbon to cut over the quiet. Press releases tend to celebrate additions; the removal of a persistent stressor is harder to name-check as a legacy. TED's own talks on urban design lean toward projects with a visible unveiling — a bridge, a building, a park reopened — because the format rewards what can be shown more than an absence nobody can photograph. A scheme whose main achievement is a sound that no longer happens does not fit that shape, even when it is the more significant change.
That is the central tension in what some designers call negative design: infrastructure whose value is an absence rather than an addition. The underground power supply at Market Place fits that description precisely. Its effect — no mechanical undertone, no exhaust at stall height, no cumulative sensory load across a six-hour trading day — is cumulative and ambient. People who benefit most may not be able to articulate why the space feels different, only that it does.
The question this raises for public space planning is worth sitting with. Access is often discussed in terms of what is missing: a ramp, a bench, a quiet room. Less often does the conversation ask what is present that shouldn't be — what persistent feature of a space has been quietly excluding people who would otherwise use it.
Markets are worth protecting because they serve people who may not use other retail or social spaces: they are local, free to enter, outdoor, and varied. Who feels able to use them depends, in part, on their sensory character. The quieter Market Place is not a cosmetic improvement. It is a statement, whether intended as one or not, about whose comfort the space is designed to support.
