
Two exits, not one
Grantham College's classrooms are not empty. Sixth forms across South Kesteven are broadly well-attended, and district-level NEET rates — the measure of 16–17 year-olds not in education, employment, or training — sit below 3.6% across Lincolnshire, low by national standards. On the face of it, the local post-16 offer is working: an estimated 87–89% of young people remain in the area for their immediate next step, whether that is Grantham College, Stamford College, or a school sixth form.
But this relative success obscures a second, sharper departure. At university age — typically 18 — a different movement begins. Young people leave South Kesteven for degree-level study in cities, and most do not come back. The district lacks the density of corporate headquarters, graduate schemes, and knowledge-economy employers that typically draw qualified people home or keep them nearby after graduation. The local economy's job mix, weighted towards manufacturing and agri-food SMEs, rarely generates the entry-level graduate roles that competing cities can offer in volume.
The distinction between these two stages matters more than it might appear. Almost every visible local intervention — careers fairs, Skills Bootcamps, apprenticeship programmes — is designed to manage the first exit: the transition from school into structured training or employment. That work is doing what it is supposed to do. The harder, largely unresolved problem is the second exit, and it operates on entirely different logic.
Why graduates leave and the maths that keeps them away
The numbers behind the second exit are precise enough to be uncomfortable. Research published by the Institute for Fiscal Studies in 2021 found that, by the age of 27, graduates are ten percentage points more likely to have moved away from the area where they grew up than otherwise similar people who did not go to university — and the younger the degree-holder, the greater the distance travelled. That is not a cultural observation; it is the arithmetic of a system in which higher education functions, in part, as a relocation mechanism.
The Centre for Cities has documented where those people end up. London and a handful of major urban hubs — Manchester, Bristol, Leeds — capture the bulk of mobile graduates from districts like South Kesteven, not because those graduates are disloyal but because the concentration of employers in core cities generates a visible job market that smaller economies cannot replicate at scale.
Three forces compound each other here. First, local salary floors sit well below metropolitan rates for knowledge-economy roles, so the financial incentive to return is weak from the moment a graduate weighs up options. Second, the relative scarcity of corporate headquarters in South Kesteven means formal graduate schemes — the structured entry points that anchor many early careers — are few; a 22-year-old looking for a scheme in digital, finance, or engineering will rarely find one within a commutable radius. Third, and perhaps least discussed, is the social momentum of peer migration: when most of your cohort has already moved, returning home carries an implicit cost that has nothing to do with salary and everything to do with professional network and perceived trajectory.
Grantham's position on the East Coast Main Line gives some residents the option of commuting to higher-paying roles in Nottingham or London while keeping a local address — a detail worth noting briefly here, though it deserves fuller treatment alongside the district's other demand-side responses.
What Grantham College and the district are actually building
Three distinct building projects — one literal — represent the district's most substantive answers to the problem.
Grantham College's conversion of the grade II-listed Stonebridge House into an Engineering and Digital Skills hub is probably the most structurally significant of them. Operating as part of the Lincolnshire Institute of Technology (LIoT) consortium — alongside the University of Lincoln, Bakkavor, Siemens Industrial Turbomachinery, and Olympus Automation — the facility delivers Level 4 and 5 STEM education in engineering, digital, media, science, and health. The logic is sound: by creating a credible sub-degree technical pathway that does not require leaving the district, it gives technically talented young people a reason to stay at 18 rather than defaulting to a city university and the relocation that follows.
Alongside it sits the University Technology and Innovation Centre — a £6 million, 863m² facility in Grantham town centre, part-funded through the Growth Deal and led by Invest SK. It delivers degree-level apprenticeships and short courses, and houses incubator space for digital and engineering start-ups. Where the IoT addresses skills supply, the UTIC makes a modest attempt at the demand side: if local businesses grow within its incubator, they eventually become the employers who absorb graduates.
The Skills Bootcamps offered by Grantham College are a different kind of tool with a narrower scope. Free, flexible, and running for up to 16 weeks in areas such as cloud computing, cyber security, EV maintenance, and solar installation, they are co-designed with employers and open to adults across several employment situations. They address reskilling and sector transition, not graduate return.
In March 2026, South Kesteven's Skills Summit Careers Fair brought roughly 1,000 Year 10 students together with more than 40 local businesses at Grantham Meres Leisure Centre. Mayor of Greater Lincolnshire Dame Andrea Jenkyns, who opened the event, stated her aim for young people to begin careers 'without having to leave the county.' Career fairs raise awareness and connect students with local names — a real if bounded contribution. They do not, on their own, create jobs.
What skills training can and cannot fix
Running through the interventions described above is a distinction worth naming plainly: almost all of them are supply-side measures. They train existing residents, expose Year 10 students to local employers, and create sub-degree pathways that can keep some technically talented young people in the district at 18. That is genuinely useful — and it is not the same as solving the return-migration problem.
The IoT pathway at Stonebridge House illustrates the limit precisely. A Level 4 or 5 qualification in engineering or digital keeps a young person local through their training — but only if a suitable role exists in the district when they complete it. The pathway presupposes demand; it cannot manufacture it. Where the employers in the LIoT consortium — Bakkavor, Siemens Industrial Turbomachinery, Olympus Automation — are already hiring at that level, the pipeline has real traction. Where they are not, the qualified graduate faces the same calculation as anyone else.
A more specific distortion appears in parliamentary evidence submitted by Lincolnshire County Council: in parts of the county, seasonal agricultural and tourism wages can exceed apprenticeship pay, undermining the economic case for structured training routes before a young person has even reached graduate age. Skills Bootcamps and career fairs do not address this — they cannot reset the local wage floor.
The core question left unanswered is starker still: why would a 24-year-old with a degree in engineering or digital design choose Grantham over Nottingham? The structural answer — a thicker local market for high-value graduate roles — is what current provision has not yet built.
The job-mix problem supply-side measures cannot solve
South Kesteven's employment base is the part of the picture that skills provision cannot redraw. The district's economy leans heavily on manufacturing and agri-food SMEs — firms that provide skilled, often technically demanding work, but that typically do not operate graduate schemes, R&D functions, or the professional-service clusters that absorb the bulk of university leavers nationally. The IFS finding that graduates are drawn disproportionately to London and major urban hubs is partly a skills story; it is at least as much a story about where the jobs with graduate pay grades actually exist.
The UTIC incubator in Grantham town centre is the most direct attempt to shift that balance — seeding digital and engineering start-ups in the hope that some grow into graduate-absorbing employers over time. It is a coherent idea and a genuinely novel one for the district. Incubators, however, operate on long timescales: a start-up that enters in 2025 and eventually employs five graduates at competitive salaries may do so in 2031 or 2034. That is not an argument against the incubator; it is an argument for honesty about what it can deliver within the timeframe most relevant to young people currently in secondary school.
One structural asset sits outside the college and council's direct control: Grantham's position on the East Coast Main Line and its comparatively low housing costs make it a plausible base for remote-first knowledge workers. That is a real draw for the right profile of person — but attracting remote workers is distinct from growing a local high-value job market, and the evidence of either happening at scale in South Kesteven is not yet there.
A realistic picture for a young person making this decision now
For a young person in South Kesteven making this decision now, the most honest framing is structural rather than motivational.
If your interests run to engineering, digital systems, or the technical trades, the Level 4 and 5 routes through Stonebridge House — tied directly to employers like Siemens Industrial Turbomachinery, Bakkavor, and Olympus Automation — represent a genuinely viable path. Lower debt, a qualification linked to local hiring, and no mandatory departure at 18. That case is real and understated.
For those pursuing a traditional degree, the East Coast Main Line is a practical asset in the early career years: Nottingham and Leeds are commutable, and South Kesteven's housing costs are comparatively low. That is a usable option, not a consolation.
The harder truth is that whether a graduate can eventually build a career within the district — rather than commuting out of it — depends on decisions made by employers, investors, and planning authorities, not by young people themselves. The UTIC incubator and the LIoT pipeline are the most serious attempts to shift those conditions, but both operate on timescales of a decade or more. A student in Year 10 today will be making post-graduation choices before either has had time to substantially thicken the local graduate job market.
